A Companhia Quick Reaction Force brasileira adequada às Missões de Paz da ONU na região centro-ocidental da África : uma proposta para o Sistema de Prontidão da ONU (UNPCRS)

Abstract

O presente trabalho tem como tema o desdobramento da infantaria mecanizada em operações de paz sob a égide da Organização das Nações Unidas (ONU), sendo o objetivo proposto o conhecimento da melhor configuração de uma Companhia “Quick Reaction Force” (QRF) brasileira capaz de atuar em missões de paz sob os preceitos do Sistema de Prontidão de Capacidades da ONU (UNPCRS, em inglês), no ambiente operacional específico da parte centro-ocidental do continente africano. A escolha desse tema foi influenciada pela atual evolução da infantaria mecanizada do Exército Brasileiro iniciada com o processo de transformação da infantaria motorizada. As capacidades agregadas à infantaria, tornando-a mais forte em proteção blindada e com grande mobilidade tática, irá garantir novas capacidades para as operações de paz. Para aproveitar essas características da infantaria mecanizada, a ONU tem empregado nas missões de paz Companhias QRF, as quais são constituídas por meios motorizados e mecanizados conjuntamente, mostrando-se uma nova forma de emprego da infantaria para Doutrina Militar brasileira. Entende-se que o ambiente operacional centro-ocidental da África é o local com maior necessidade de emprego de tropas constituídas para missões de Paz. Propõe-se, portanto, nesse trabalho, a organização estrutural da Companhia de QRF brasileira capaz de ser inserida na UNPCRS para ações no continente africano, tudo fundamentado no estudo das organizações das companhias empregadas atualmente e na premissa da doutrina da infantaria mecanizada já institucionalizada no Exército Brasileiro. Como resultado dedutivo, tem-se a estruturação da Companhia QRF brasileira alicerçada nas seguintes frações: Estado-Maior da Companhia, Pelotão de Fuzileiro Motorizado e Mecanizado, Pelotão de Comando e Apoio e Pelotão de Saúde. _______________________________________________________________________________________________ ABSTRACT The present work has as its theme the deployment of mechanized infantry in peacekeeping operations under the aegis of the United Nations (UN), and the proposed objective is the knowledge of the best configuration of a Brazilian Quick Reaction Force (QRF) Company capable of acting in peace missions under the precepts of the United Nations Preparedness System (UNPCRS) in the specific operational environment of the west-central part of the African continent. The choice of this theme was influenced by the current evolution of the Brazilian Army's mechanized infantry, which began with the process of transforming motorized infantry. The capabilities added to the infantry, making it strong in armored protection and with great tactical mobility, will guarantee new capabilities for peace operations. To take advantage of these characteristics of mechanized infantry, the UN has employed Quick Reaction Force (QRF) Companies in peacekeeping missions, which are composed of motorized and mechanized means together, showing a new way of employing infantry in the Brazilian Army Doctrine. It is understood that the operational environment of Midwest Africa is the place with the greatest need for the employment of troops constituted for peacekeeping missions. Therefore, this work proposes the structuring of the capable Brazilian QRF Company to be included in the UNPCRS for actions on the African continent, all based on the study of the organizations of the companies currently employed and on the premises of the doctrine of mechanized infantry already institutionalized in the Army Brazilian. As a deductive result, there is the structuring of the Brazilian QRF Company based on the following fractions: Coy Staff, Motorized and Mechanized Platoon, Command and Support Platoon and Health Platoon.
