Fatores de êxito das tropas regulares em uma operação contra forças irregulares

Abstract

Em decorrência das revoluções industriais, as forças armadas moldaram-se de modo a fazer uso maciço das inovações tecnológicas provenientes da época. Atualizando sua doutrina baseadas na crença de que para a obtenção da vitória na guerra era basilar que se possuísse a soberania industrial em relação ao inimigo e consequentemente tivesse disponível em combate a superioridade de meios bélicos. Surgindo então a Guerra Industrial. No entanto, a partir do fim da 2º Guerra Mundial, pôde-se perceber uma transformação na estrutura da guerra, decorrente do surgimento de uma nova geração da guerra moderna, a 4ª. Na qual há uma predominância da guerra irregular sobre a convencional, e em que o poderio bélico decorrente da capacidade industrial de um Estado perdeu importância para a conquista dos “corações e mentes” da população. Contudo, a evolução dos exércitos estatais inseridos neste tipo de conflito não acompanhou tal mudança estrutural. Presos à rigidez das técnicas, táticas e procedimentos presentes nos manuais de campanha da época, subestimando o inimigo e; crentes de que as guerras irregulares eram apenas um fenômeno efêmero, desprezaram a necessidade de atualização da doutrina militar, voltando-se apenas à dimensão física da guerra. Consequentemente, combatendo com posturas antiquadas de gerações passadas da guerra, não atuando com foco em todas as dimensões, desprezando as características específicas da guerra em combate, em especial as não militares, apesar de terem dominado o oponente fisicamente, houve na segunda metade do século XX, quase que exclusivamente a derrota das forças armadas estatais. Sabendo disso, este trabalho tem por objetivo compreender as características de uma guerra irregular e desta forma indentificar a doutrina militar correta para que a força regular possa vencê-la. Para levantar dados voltados para o objetivo do trabalho, foi realizada uma pesquisa bibliográfica e um estudo de caso. Sendo através destes possível a percepção da predileção estatal em empregar suas forças armadas em uma doutrina direcionada para a guerra industrial, em detrimento a atualização de sua doutrina para que esta adeque-se à realidade da guerra de 4ª geração. Sendo assim, com esta pesquisa foi possível compreender a necessidade da evolução das doutrinas militares outrora voltadas para a Guerra Industrial para a Guerra no Meio do Povo, típica da Era da Informação. ________________________________________________________________________________________ In consequence of the industrial revolutions, the armed forces have structured themselves to employ a wide use of the technological innovations from the time. Updating its’ doctrine based on the creed that to obtain the victory in the war, was crucial the possession of the industrial sovereignty in relation to the enemy, therefore warlike material available in combat as well, by consequence creating the industrial war. Although, from the end of the World War 2, it is noticeable a transformation in the frame of war, due to the arise of a new generation of the modern war, the 4th. Which has the predominance of the unconventional warfare over the conventional one, and which the warlike power resulting from the State’s industrial capability has lost value to the conquest of the “hearts and minds” of the populace. However, the evolution of the State’s armies inserted in this sort of conflict have not accompanied such structural change. Stuck to the hardness of the techniques, tactics and procedures present in the field manuals of the time, underestimating the enemy and; believers that irregular warfare was only an ephemeral phenomenon, they despised the necessity of the military’s doctrine update, limiting themselves to the physical dimension. Consequently, combating with outdated attitudes of the previous generation of war, without act focusing in every dimensions of war, despising the specifics characteristics of the war they were engaged, in particular the non-military ones, despite of dominating the opponent physically, there was in the second half of the 20th century, almost exclusively, the defeat of the state’s armed forces. Understanding that, this work has the objective of comprehending the characteristics of an unconventional war, and consequently identify the correct military doctrine in such way that the regular force might win. So, to gather data to the work’s objective, a bibliographic research was carried out so as a case study of the Malayan Emergency. Through this, being possible the realization of the State’s predilection in employing its’ armed forces with a doctrine directed to the industrial war, at the expense of the updating of its’ doctrine to the reality of the 4th generation one. Thus, with this research, was possible comprehend the necessity of the evolution of the military doctrine from the industrial warfare to the war among the people, typical of the information age.
