O ensino a distância na capacitação das juntas de Serviço Militar

Abstract

Este trabalho tem por objetivo realizar um breve estudo sobre a possibilidade do aperfeiçoamento da capacitação de integrantes das Juntas de Serviço Militar (JSM) por meio do Ensino a distância do Exército Brasileiro. Tal abordagem se justifica pelo fato da existência de grande número de JSM na área da 4ª CSM, cerca de 116, e em consequência grande número de funcionários e pelo fato de que foi observada a falta de padronização de conhecimento desses integrantes no que se refere a diversos assuntos afetos a legislação de Serviço Militar, em especial, o correto manejo do Sistema Eletrônico de Recrutamento Militar e Mobilização (SERMILMOB) aplicado à legislação vigente. Desta forma, busca-se apresentar esta deficiência bem como uma solução prática ao problema apresentado com a utilização do Ensino à Distância do Exército Brasileiro, bem como sugestões a futuros estudos. O propósito deste trabalho é justificar a necessidade da melhoria da capacitação de integrantes das Juntas de Serviço Militar (JSM) por meio do Ensino a Distância do Exército Brasileiro. Este propósito será conseguido a partir da pesquisa bibliográfica, documental, qualitativa, bem como da apresentação da situação da 4ª CSM e sua transformação em Posto de Recrutamento e Mobilização, e a análise das documentações referentes ao Ensino à Distância do Exército Brasileiro, SERMILMOB, do Quadro de Cargos Previstos da organização militar em tela e do Posto de Recrutamento e Mobilização, além de Atas, Relatórios e Planos da 4ª CSM. O estudo demonstrou a transformação que vem ocorrendo no Serviço Militar com a desativação das CSM e ativação dos Postos de Recrutamento e Mobilização (PRM). Comprovou ainda o grande volume de documentos gerados pela 4ª CSM e sob sua responsabilidade, e a necessidade de otimização do tempo dos integrantes do Posto de Recrutamento e Mobilização Especial (PRME) de São Paulo, possibilitando desta forma maior atenção para a capacitação dos integrantes das JSM e consequente melhoria da eficiência do atendimento ao público. Esta experiência poderá ser replicada nas cerca de cinco mil JSM existentes no Brasil. Tudo isto, utilizando-se as ferramentas de educação a distância disponibilizadas pelo Centro de Educação a Distância do Exército (CEADEx).

ABSTRACT This work aims to carry out a brief study on the possibility of improving the training of members of the military service joints (JSM) through the distance teaching of the Brazilian army. This approach is justified by the fact that there is a large number of JSM in the 4th CSM area, about 116, and in consequence a large number of employees and the fact that the lack of knowledge standardization of these members was observed in relation to Various issues affecting the law of military service, in particular, the correct management of the electronic system of military recruitment and mobilization (SERMILMOB) applied to the current legislation. Thus, it seeks to present this deficiency as well as a practical solution to the problem presented with the use of distance learning from the Brazilian Army, as well as suggestions for future studies. The purpose of this work is to justify the need to improve the training of members of the military service joints (JSM) through the distance learning of the Brazilian Army. This purpose will be achieved from the bibliographic, documentary, qualitative research, as well as the presentation of the situation of the 4th CSM and its transformation into the recruitment and mobilization post, and the analysis of the documentation referring to the distance learning of Brazilian Army, SERMILMOB, of the framework of projected positions of the military organization on canvas and the post of recruitment and mobilization, in addition to Minutes, reports and plans of the 4th CSM. The study demonstrated the transformation that has been occurring in the military service with the disabling of CSM and activation of recruitment and mobilization posts (PRM). It also confirmed the large volume of documents generated by the 4th CSM and under its responsibility, and the need to optimize the time of the members of the future post of recruitment and special mobilization (PRME) of São Paulo, enabling this way greater attention for the training of JSM members and consequent improvement of the efficiency of public service. This experience can be replicated in the approximately 5000 JSM existing in Brazil. All this, using the distance education tools provided by the Army's Distance Education Center (CEADEx).
