Reorganização da estrutura organizacional de saúde da 5ª região militar, tornando-a mais adequada para atender as necessidades atuais do serviço de saúde do Exército Brasileiro

Abstract

da 5ª Região Militar, a fim de obter dados que permitam propor de forma satisfatória uma reorganização da estrutura organizacional de saúde da 5ª Região Militar. A revisão da literatura, os questionários exploratórios enviados a militares da 5ª RM, a entrevista com o Chefe SSR/5, a observação participante e os questionários enviados a militares das outras RM, possibilitaram alcançar os objetivos e as questões de estudo levantadas. O trabalho abordou sobre o Exército Brasileiro e sua estrutura organizacional; o Departamento Geral do Pessoal; a Diretoria de Saúde; os Comandos Militares de Área; o Comando Militar do Sul; as Regiões Militares e o Canal Técnico da D Sau; o Canal Técnico da Região Militar; a 5ª RM; o Escalão de Saúde da 5ª RM; informações e o conhecimento técnico sobre o trabalho desenvolvido por um escalão de saúde, e a experiência como integrante da Seção de Saúde Regional da 5ª RM. por meio do estudo realizado, pôde-se concluir que a estrutura organizacional de saúde da 5ª RM, reorganizada por escalão de saúde, atende de maneira mais eficiente às demandas de saúde no âmbito regional, tornando-a mais adequada em pessoal e suas habilitações, que a seção SAMMED-FUSEx deve estar subordinada ao Esc Sau e deve ser mantida a integração constante entre SAMMED-FUSEx e SSR, com objetivo de redução de custos e controle dos recursos, que é necessária a capacitação dos militares que atuam nas seções de saúde regionais, principalmente na área de Perícias Médicas e Auditoria de Contas Médicas, incluindo as praças, que também como também lidam diretamente com todas as atividades de rotina do serviço de saúde no âmbito da RM, deveriam realizar cursos de extensão, atualização, entres outros, tornando-as mais capacitadas para o trabalho importante que exercem e, ainda, que a reorganização da estrutura organizacional de saúde da 5ª Região Militar, tornando-a mais adequada para atender as necessidades atuais do Serviço de Saúde do Exército Brasileiro, permitiu agilidade nos processos, otimização dos trabalhos, controle mais adequado dos processos, sejam eles relativos a Perícia Médica ou Auditorias Médicas, redução de custos e rapidez na concessão de benefícios aos usuários. Sugere-se que sejam realizadas pesquisas nas nove regiões militares, a 2ª RM, a 3ª RM, a 4ª RM, a 6ª RM, a 7ª RM, a 8ª RM, a 9ª RM, a 10ª RM e a 12ª RM, que ainda estão estruturadas em seção de saúde regional com o objetivo de avaliar a necessidade de torná-las escalão de saúde. _________________________________________________________________________________________

Objective was to analyze the current structure of the health section of the 5th Military Region, in order to obtain data that allows a satisfactory proposal of a reorganization of the health organizational structure of the 5th Military Region. The review of the literature, the exploratory questionnaires sent to the military of the 5th Military Region, the interview with the Chief SSR/5, the participant observation and the questionnaires sent to the military of the other Military Regions, which made it possible to reach the goals and raised study questions. The work covered the Brazilian Army and its organizational structure; the Department of General Personnel; the Health Director; the Military Area Commands; the Southern Military Command; the Military Regions and the Technical Channel of the Health Director; the Technical Channel of the Military Region; the 5th Military Region; the Health Ranking of the 5th Military Region; information and technical knowledge about the work carried out by a health Ranking, and the experience as a member of the Regional Health Section of the 5th Military Region. by means of the study carried out, was possible to conclude that the organizational structure of health of the 5th Military Region, reorganized by health Ranking, more efficiently meets health demands in the regional scope, making it more adequate in personnel and their qualifications, which the SAMMED-FUSEx section should be subordinated to the Health ranking and the constant integration between SAMMED-FUSEx section and SSR should be maintained, with the objective of reducing costs and controlling resources, which requires the training of the military personnel who work in the regional health sections, especially in the area of Medical Expertise and Audit of Medical Accounts, including all personnel, which also deal directly with all the routine activities of the health service within the scope of Military Region, should undertake extension courses, updating, among others, making them more qualified for the important work they carry out, and also that the reorganization of the health organizational structure of the 5th Military Region, making it more adequate to meet the current needs of the Brazilian Army Health Service, allowed for agility in the processes, optimization of the work, more appropriate control of the processes, whether they are related to Medical Expertise or Medical Audits, cost reduction and speed in granting benefits to users. It is suggested that research be done in the nine military regions, the 2nd Military Region, the 3rd Military Region, the 4th Military Region, the 6th Military Region, the 7th Military Region, the 8th Military Region, the 9th Military Region, the 10th Military Region and the 12th Military Region, which still are structured in a regional health section with the objective of evaluating the need to make them health ranking.
