Contribuições para o Plano Nacional de Segurança Pública, sob ótica do Exército Brasileiro, tomando por base as ações realizadas na cidade do Rio de Janeiro-RJ, durante a Intervenção Federal no estado do Rio de Janeiro

Abstract

O Exército Brasileiro (EB) participou da Intervenção Federal na segurança pública do estado do Rio de Janeiro (IFRJ). A IFRJ, decretada em 2018, teve como objetivo restaurar a ordem pública, com a intervenção sendo liderada pelo General de Exército Walter Souza Braga Netto, que coordenou os recursos estaduais e federais na área de segurança. Embora envolvesse amplamente o EB, a intervenção manteve seu caráter federal, focada em fortalecer as instituições de segurança pública do Rio de Janeiro. A contribuição do EB foi grandiosa, tendo atuado na reestruturação operativa dos Órgãos de Segurança Pública (OSP), materializada na grande variedade de entregas proporcionadas pela IFRJ, envolvendo desde a aquisição de helicópteros e viaturas, passando por armamentos e munições, bem como atuando na capacitação de pessoal, evidenciando o caráter multidimensional da missão. Esta intervenção evidenciou aspectos que podem contribuir para o Plano Nacional de Segurança Pública (PNSP). Este Plano, instituído em 2021, estabelece metas e estratégias para segurança pública até 2030. O documento destaca o alinhamento de suas metas aos objetivos estabelecidos na Política Nacional de Segurança Pública e Defesa Social (PNSPDS). Na análise desses objetivos ficam evidentes diversos pontos de tangência na atuação das FA junto aos OSP, na área da segurança pública. A participação do MD na elaboração do PNSP comporta oportunidades de melhoria no sentido de proporcionar maior integração MD - MJSP, oficializando por meio dos dispositivos legais pertinentes a representatividade do MD junto ao MJSP, para fins de atualização do PNSP. Apesar de as Forças Armadas não integrarem o Sistema Único de Segurança Pública, sua participação em operações interagências, como na IFRJ, evidencia a importância de maior integração entre as áreas de Defesa e Segurança Pública para o alcance dos objetivos do PNSP. Assim, há diversas oportunidades de contribuição do EB para novas versões do PNSP. Tais contribuições referem-se a todos os níveis, do político ao tático, que, levadas por meio da cadeia de comando, podem potencializar o cumprimento dos objetivos estabelecidos na PNSPDS, contribuindo para a Segurança Pública e para a Segurança Nacional.

The Brazilian Army (EB) took part in the Federal Intervention in public security in the state of Rio de Janeiro (IFRJ). The IFRJ, decreed in 2018, aimed to restore public order, with the intervention being led by Army General Walter Souza Braga Netto, who coordinated state and federal resources in the area of security. Although it largely involved the EB, the intervention maintained its federal character, focused on strengthening Rio de Janeiro's public security institutions. The EB's contribution was great, having acted in the operational restructuring of the Public Security Organs (OSP), materialized in the wide variety of deliveries provided by the IFRJ, involving everything from the acquisition of helicopters and vehicles, to arms and ammunition, as well as acting in the training of personnel, highlighting the multidimensional nature of the mission. This intervention highlighted aspects that can contribute to the National Public Security Plan (PNSP). This Plan, instituted in 2021, establishes goals and strategies for public security until 2030. The document highlights the alignment of its goals with the objectives established in the National Public Security and Social Defense Policy (PNSPDS). An analysis of these objectives reveals several points of tangency in the FA's work with the OSP in the area of public security. The participation of the MoD in the drafting of the PNSP offers opportunities for improvement in the sense of providing greater integration between the MoD and MJSP, making official through the relevant legal provisions the representativeness of the MoD with the MJSP, for the purposes of updating the PNSP. Although the Armed Forces are not part of the Unified Public Security System, their participation in interagency operations, such as IFRJ, highlights the importance of greater integration between the areas of Defense and Public Security in order to achieve the PNSP's objectives. Thus, there are several opportunities for the EB to contribute to new versions of the PNSP. These contributions refer to all levels, from the political to the tactical, which, taken through the chain of command, can enhance the fulfillment of the objectives set out in the PNSPDS, contributing to Public Security and National Security.
