A reestruturação das forças armadas do Afeganistão durante as intervenções militares da União Soviética e dos Estados Unidos

Abstract

O Afeganistão é um país fechado, economicamente atrasado e com uma população composta de diversas etnias. Por diversos motivos, foi palco de interesse de muitas potências mundiais, tornando-se conhecido como “Cemitério de Impérios”. O país centro-asiático foi ocupado pela então URSS em 1979, quando os soviéticos tentaram, sem sucesso, apoiar a manutenção de um regime comunista no país, vindo a enfrentar uma forte resistência que levou a retirada do Exército Vermelho em 1989. Em 2001, no contexto da Guerra ao Terror promovida pelo Governo Bush, ocorreu a intervenção dos EUA no Afeganistão, com o apoio de outros países integrantes da OTAN, com objetivo de derrubar o governo do Talibã e destruir a organização terrorista Al-Qaeda. Após quase 20 anos de intervenção, ocorreu a retirada das tropas norte-americanas, depois de enfrentar uma forte resistência do Talibã, que veio a reassumir o controle do país. A análise dessas intervenções com foco na reestruturação das Forças Armadas afegãs traz importantes ensinamentos para a arte da guerra e para futuras operações de paz, tendo em vista que essas forças eram vitais para a estabilidade do país e receberam grande suporte de duas grandes potências militares mundiais. Dessa forma, esse trabalho comparou a reestruturação das Forças Armadas do Afeganistão durante as intervenções soviética e norte-americana, a fim de melhor entender os motivos militares do fracasso de ambas as invasões. Para isso, utilizou como elementos de comparação os fatores determinantes das capacidades: Doutrina, Organização, Adestramento, Material e Equipamento, Educação, Pessoal e Infraestrutura. Verificou-se como o fator pessoal foi determinante para o fracasso dessas reestruturações. ___________________________________________________________________________________________ ABSTRACT Afghanistan is a locked country, economically backward and with a population composed of diverse ethnicities. For various reasons, it was the scene of interest of many world powers, becoming known as the “Cemetery of Empires”. The Central Asian country was occupied by the USSR in 1979, when the Soviets tried, without success, to structure a socialist government in the country, facing strong resistance that led to the withdrawal of the Red Army in 1989. In 2001, in the context of the War on Terror promoted by the Bush Administration, the US invasion of Afghanistan took place, with the support of other NATO member countries. After almost 20 years of intervention, US troops were withdrawn, which faced strong resistance from the Taliban, who retook the control of the country. The analysis of these interventions with a focus on the restructuring of the Afghan Armed Forces brings important lessons to the art of war and for future peace operations, considering that these forces were vital to the stability of the country and received great support from two great world military powers. Therefore, this work compared the restructuring of the Afghan Armed Forces during the Soviet and North American interventions, in order to better understand the military reasons for the failure of both invasions. To do this, it used as elements of comparison the determining factors of capabilities: Doctrine, Organization, Training, Material and Equipment, Education, Personnel and Infrastructure. It was verified how the personal factor was decisive for the failure of these restructurings.
