O satélite geoestacionário de defesa e comunicações estratégicas como ferramenta de dissuasão na fronteira Amazônica

Abstract

O presente trabalho de conclusão de curso aborda a respeito do valor do programa Satélite Geoestacionário de Defesa e Comunicações Estratégicas (SGDC) para a manutenção da soberania e ampliação da dissuasão brasileira no território amazônico. O SGDC é um projeto inovador, capaz de fornecer novas capacidades satelitais para a nação brasileira como: novos tipos de cobertura da banda X, funcionamento integral mesmo em situação de guerra e menor dependência estrangeira. Nesse contexto, o objetivo geral é refletir como o projeto SGDC contribui para a manutenção da segurança e soberania nacional, destacando seus benefícios, estratégias para mitigar deficiências a fim de fortalecer o Poder Dissuasório do Brasil na região da Pan-Amazônia. Este trabalho se justifica, uma vez que a dissuasão e a manutenção da soberania na fronteira amazônica são fundamentais para proteger os interesses nacionais contra ameaças. Nesse contexto, o SGDC desempenha um papel crucial ao fornecer segurança nas comunicações militares e banda larga para regiões isoladas na Amazônia, contribuindo para o desenvolvimento sustentável da região e o bem-estar da população brasileira. Quanto à metodologia, foram realizadas pesquisas bibliográficas e documentais relativas ao funcionamento desse projeto e de algumas técnicas existentes no SISCOMIS (PAMA e DAMA), de modo a familiarizar o leitor acerca do tema. Na fase de resultados e discussões, foi apresentado as maiores ameaças na fronteira amazônica e os seus impactos para a sociedade brasileira. Em seguida, nessa etapa, foi elencado os benefícios mais significativos, oriundos da ativação do SGDC para o SISCOMIS, bem como possíveis medidas para suprimir as suas maiores deficiências e contribuir para o sucesso do programa. Ainda nos resultados e discussões, o trabalho apresentou as vantagens de estimular o empreendedorismo privado e o aprimoramento da cadeia logística, a fim de minimizar os custos do satélite e a implantação do sistema DAMA, como forma de otimizar a alocação de canais de transmissão de dados. Após isso, analisou-se o entorno da Pan-Amazônia com o objetivo de verificar o potencial militar da região e os investimentos no setor de Defesa de cada um desses país. Durante a análise, constatou-se que o Brasil possui condições favoráveis para ratificar a sua dissuasão na Amazônia, desde que invista mais na Base Industrial de Defesa. Por fim, verificou-se a necessidade de aumentar o comprometimento do governo brasileiro no setor de Defesa, de modo que favoreça a conclusão de programas relevantes como o SGDC, uma vez que tais projetos são vitais para não só a sobrevivência do Estado como também a manutenção da posse da Amazônia. _________________________________________________________________________________ This final course work addresses the value of the Geostationary Defense and Strategic Communications Satellite (SGDC) program for the maintenance of Brazilian sovereignty and the expansion of deterrence in the Amazon territory. The SGDC is an innovative project, capable of providing new satellite capabilities to the Brazilian nation such as: new types of X band coverage, full operation even in war situations and less foreign dependence. In this context, the general objective is to reflect on how the SGDC project contributes to the maintenance of national security and sovereignty, highlighting its benefits, strategies to mitigate deficiencies in order to strengthen Brazil's Deterrence Power in the Pan-Amazon region. This work is justified, since the deterrence and maintenance of sovereignty in the Amazon border are fundamental to protect national interests against threats. In this context, the SGDC plays a crucial role in providing secure military communications and broadband to isolated regions in the Amazon, contributing to the sustainable development of the region and the well-being of the Brazilian population. As for the methodology, bibliographical and documentary research was carried out on the operation of this project and on some existing techniques in SISCOMIS (PAMA and DAMA), in order to familiarize the reader with the theme. In the results and discussions phase, the greatest threats on the Amazon frontier and their effects on Brazilian society were presented. Then, at this stage, the most significant benefits arising from the activation of the SGDC for SISCOMIS were listed, as well as possible measures to eliminate its greatest deficiencies and contribute to the success of the program. Still in the results and discussions, the work presented the advantages of stimulating private entrepreneurship and the improvement of the logistics chain, in order to minimize satellite costs and the implementation of the DAMA system, as a way of optimizing the allocation of data transmission channels. After that, the surroundings of the Pan-Amazon were analyzed in order to verify the military potential of the region and the investments in the Defense sector of each of these countries. During the analysis, it was found that Brazil has favorable conditions to ratify its deterrence in the Amazon, as long as it invests more in the Industrial Defense Base. Finally, there was a need to increase the commitment of the Brazilian government in the Defense sector, so that it favors the completion of relevant programs such as the SGDC, since such projects are vital not only for the survival of the State but also for the maintaining ownership of the Amazon.
