As migrações africanas para a europa após a Primavera Árabe e suas implicações no controle de imigrações para a União Europeia

Abstract

As manifestações iniciadas no fim de 2010, no Norte do Continente Africano, causaram diversas consequências na região e em seu entorno. Elas tinham como objetivo a busca de mais direitos para aquelas populações, porém ocasionaram turbulências que fizeram crescer o movimento migratório na região, com destaque para o que tinha como objetivo o continente europeu. A partir disso, diversas ações foram tomadas pela União Europeia, com o intuito de melhor controlarem o fluxo que estava em vertiginosa expansão. Este trabalho visou apresentar como o processo de manifestações, que ficou conhecido como Primavera Árabe, tomou vulto, priorizando o estudo do ocorrido nos países africanos mais relevantes nesse contexto, a Tunísia, o Egito, a Líbia, a Argélia e o Marrocos. Buscou ainda analisar suas consequências para a ascensão das migrações no sentido Sul-Norte, focando sua abordagem, principalmente, no ocorrido através do Mar Mediterrâneo. Ademais, foram analisadas as consequentes respostas europeias frente à realidade que passou a se apresentar, com vistas a aumentar o controle de imigrações em seus territórios e nos países próximos. Para tal, foi tomado como referencial teórico a Teoria dos Limes, além de explicitados os principais acordos realizados entre a UE e países africanos de grande relevância nesse processo migratório, a Líbia e a Tunísia. Por fim, foi feita uma breve comparação entre as ações tomadas pelos Europeus após a Primavera Árabe e as ações que foram implementadas pelo Estado Brasileiro, no contexto da Operação Acolhida, que visa fazer face ao aumento do fluxo migratório decorrente da crise que ocorre na Venezuela, buscando pontos fortes e oportunidades de melhoria.

The demonstrations that started at the end of 2010, in the North of the African Continent, had several consequences in the region and its surroundings. They aimed to seek more rights for those populations, but they caused turmoil that made the migratory movement grow in the region, especially the one that had the European continent as its objective. From this, several actions were taken by the European Union to improve the control of the flow that was in vertiginous expansion. This work aimed to present how the process of manifestations, which became known as the Arab Spring, took shape, prioritizing the study of what happened in the most relevant African countries in this context, Tunisia, Egypt, Libya, Algeria and Morocco. It also sought to analyze its consequences for the rise of migrations in the South-North direction, focusing its approach, mainly, on what happened across the Mediterranean Sea. In addition, it analyzed the consequent European responses to the reality that began to present itself, with a view to increasing immigration control in their territories and in nearby countries. To this end, the Theory of Limes was taken as a theoretical reference, besides, it was explained the main agreements between the EU and the most important African countries in this migratory process, Libya and Tunisia. Finally, a brief comparison was made between the actions taken by Europeans after the Arab Spring and the actions that were implemented by the Brazilian State, in the context of Operation Acolhida, which aims to face the increase in the migratory flow resulting from the crisis that occurs in Venezuela, seeking strengths and opportunities for improvement.
