Planejamento Baseado em Capacidades (PBC): implicações para o Sistema de Ciência, Tecnologia e Inovação do Exército Brasileiro (SCTIEx)

Abstract

O Planejamento Baseado em Capacidades (PBC) é a principal metodologia de planejamento em implantação atualmente no setor de defesa brasileiro. Esta metodologia tem implicações para diversos órgãos do setor de defesa, dentre eles, a presente pesquisa se concentra no Sistema de Ciência, Tecnologia e Inovação do Exército Brasileiro (SCTIEx). Nesse contexto, este trabalho tem como objetivo estudar o PBC, o SCTIEx e apresentar possíveis implicações para o SCTIEx em virtude da implantação do PBC nas Forças Armadas (FA). Para atingir este objetivo foi realizada uma pesquisa qualitativa, exploratória e dedutiva, amparada em dados bibliográficos, tendo como fontes uma vasta revisão da literatura, abrangendo artigos científicos, livros, trabalhos acadêmicos, revistas, documentos históricos, legislações, relatórios do governo, dentre outros documentos. Como resultados obtidos podem ser destacados o levantamento da situação atual da implantação da metodologia do PBC nas Forças Armadas, a apresentação de um histórico do SCTIEx e de seus órgãos precursores, percorrendo diversos períodos históricos, desde as origens do Exército Brasileiro, na Batalha de Guararapes, em 1648, até os dias atuais, e, por fim, a apresentação das principais implicações para o SCTIEx, referentes à implantação do PBC nas FA. As conclusões apresentadas no trabalho indicam que o SCTIEx possui diversas oportunidades a serem exploradas advindas da implantação do PBC, dentre elas vale destacar a possibilidade de captação de recursos destinados à obtenção de novas capacidades militares, o aumento do fomento destinado a projetos com características de integração e de interoperabilidade entre as FA e o potencial aumento de previsibilidade orçamentária. Em contrapartida, algumas ameaças foram levantadas, e devem ser estudadas com afinco pelo SCTIEx, visando a mitigá-las, como o aumento da influência política em assuntos de natureza técnico-científica. Por fim, recomenda-se que os gestores do SCTIEx estejam atentos às novas demandas advindas da implantação do PBC nas FA, de forma a possibilitar a mitigação de ameaças e o aproveitamento de oportunidades identificadas. ______________________________________________________________________________________________ ABSTRACT Capacity-Based Planning (PBC) is the main planning methodology currently being implemented in the Brazilian defense sector. This methodology has implications for several organs of the defense sector, among them, the present research focuses on the Science, Technology and Innovation System of the Brazilian Army (SCTIEx). In this context, this work aims to study the PBC and the SCTIEx, presenting possible implications for the SCTIEx due to the implementation of the PBC in the Armed Forces (AF). To achieve this objective, a qualitative, exploratory and deductive research was conducted, supported by bibliographic data, having as sources a vast literature review, covering scientific articles, books, academic works, magazines, historical documents, legislation, government reports, among other documents. As results, we can highlight the description of the current situation of the implementation of the PBC methodology in the Armed Forces, the presentation of the history of SCTIEx and its precursor organs, covering different periods, from the origins of the Brazilian Army, in the Battle of Guararapes, in 1648, until the present day, and, finally, the seek for the main implications for the SCTIEx, referring to the implantation of the PBC in the FA. The conclusions presented in the work indicate that the SCTIEx has several opportunities to be explored arising from the implementation of the PBC, among them it is worth mentioning the possibility of raising funds for the acquisition of new military capabilities, the increase in the promotion destinated to projects with integration characteristics and interoperability between the AFs and the potential increase in budget predictability. On the other hand, some threats have been raised, and must be studied diligently by SCTIEx, to mitigate them, such as the increase in political influence in matters of a technical-scientific nature. Finally, it is recommended that SCTIEx managers become aware of the new demands arising from the implementation of the PBC in the AF, to enable the mitigation of threats and the use of identified opportunities.
