A garimpagem ilegal na faixa de fronteira oeste de Roraima

Abstract

Este trabalho pretende analisar a garimpagem ilegal na faixa de fronteira brasileira a oeste do estado de Roraima. A pesquisa calca-se em um referencial teórico contendo conceitos consagrados das Relações Internacionais, de Geopolítica, de Estratégia, no ordenamento jurídico nacional atualmente em vigor, em disposições dos organismos internacionais mais relevantes e nas características da unidade federativa roraimense, visando entender a problemática e as potenciais pressões e limitações que incidem sobre o Estado. Em seguida, analisa-se a garimpagem ilegal sob a ótica das seguintes expressões do Poder Nacional: política, econômica, militar e psicossocial. A pesquisa é qualitativa, bibliográfica e documental. Com os resultados obtidos, é possível observar que o Estado brasileiro sofre pressões de cunho interno e externo, seja de organizações não governamentais, Estados, organismos internacionais, associações religiosas, empresas, políticos e personalidades, com fulcro na proteção ambiental e dos povos indígenas, que são afetados diretamente pela atividade de mineração desprovida de cuidados relativos à sustentabilidade. Contudo, o próprio Estado encontra-se limitado para encontrar meios que viabilizem a exploração legal e sustentável da terra, ficando impedido de fazê-lo e relativizando o seu poder soberano ao não poder se valer de recursos do seu próprio território. Verifica-se, ainda, que o Estado tem agido para prevenir e reprimir o ilícito, mas as características do terreno e a baixa infraestrutura são óbices severos ao intento. Ainda assim, deve-se prosseguir divulgando os seus feitos interna e externamente de modo a diminuir as pressões pari passu tramitam as suas tentativas de legalizar e estruturar a atividade de modo sustentável e em atenção aos cuidados com o meio ambiente e com os indígenas, de modo a atingir os Objetivos Fundamentais da nação. Esta pesquisa propõe-se a contribuir com o entendimento da problemática da garimpagem ilegal no nível político e, consequentemente, com o estabelecimento de estratégias eficientes e eficazes para o seu enfrentamento.

This paper intends to analyze the illegal mining activity in the Brazilian border strip west of the state of Roraima. The research is based on a theoretical framework containing established concepts in International Relations, Geopolitics, Strategy, the national current legal system, provisions of the most relevant international organizations and in the characteristics of the federative unit of Roraima, aiming to understand its situation and its potential pressures and limitations. Next, illegal mining is analyzed from the perspective of the following expressions of National Power: political, economic, military and psychosocial. The research is qualitative, bibliographic and documentary. With the results, it is possible to notice that the Brazilian State suffers from internal and external pressures, whether from non governmental organizations, states, international organizations, religious associations, companies, politicians and personalities, with a focus on the protection of the environment and of indigenous peoples, who are directly affected by the sustainably irresponsible mining activity. However, the State itself is limited in finding ways to enable legal and sustainable land exploitation. As a result, it is prevented from doing so, reducing its sovereign power by not being able to make use of resources from its own territory. Also, the State has been acting to prevent and repress the illicit, but the characteristics of the land and the low infrastructure are severe obstacles to the task. Even so, it is necessary to keep advertising the State‟s achievements, internally and externally, in order to reduce the pressures pari passuwork on the attempts to legalize and sustainably structure the activity considering care for the environment and indigenous people, in a way to achieve the Fundamental Goals of the nation. This research aims to contribute to the understanding of the problem of illegal mining at the political level and, consequently, the establishment of efficient and effective strategies to face it.
