A Atuação da 1ª Brigada de Infantaria de Selva na Operação Controle e seus reflexos no fluxo migratório de estrageiros venezuelanos no Estado de Roraima

Abstract

O presente trabalho analisa a atuação da 1ª Brigada de Infantaria de Selva na Operação Controle e seus reflexos no fluxo migratório de estrangeiros venezuelanos no Estado de Roraima, observando-se como a atuação dessa Grande Unidade contribuiu para a garantia da soberania nacional naquela região. No cenário internacional, dentro do concerto das nações, a soberania assume traços de reconhecimento da autonomia de um Estado sobre seu território, onde todos os Estados gozam de semelhante soberania dentre as nações. A partir de 2017, o fluxo de migrantes venezuelanos em direção ao Brasil cresceu de forma relevante, devido à crise econômica que atingiu a Venezuela. A permeabilidade da fronteira entre os dois países, juntamente com sua grande extensão, favoreceram ao deslocamento de migrantes pelas fronteiras sem o devido registro nas agências de controle brasileiras e o aumento de crimes transfronteiriços na região. Essa migração, anteriormente de caráter pendular, passou a ter um número elevado de solicitações de refúgio e fomentou dificuldades no Estado de Roraima na área social e de segurança pública. O governo brasileiro reconheceu a crise decorrente de fluxo migratório para o Estado de Roraima, com a participação de diversos órgãos governamentais e ministérios. Nesse contexto, o Exército Brasileiro passou a executar diversas tarefas na faixa de fronteira com a Venezuela, com o emprego da 1ª Brigada de Infantaria de Selva na execução da Operação Controle. Essas tarefas estavam diretamente vocacionadas à manutenção da soberania nacional, frente ao elevado deslocamento de migrantes venezuelanos que se aproximavam da fronteira brasileira, com impactos diretos sobre a população roraimense. Isso posto, esse trabalho pretende analisar a atuação da 1ª Brigada de Infantaria de Selva na Operação Controle e seus reflexos sobre o fluxo migratório de estrangeiros venezuelanos e a soberania do Brasil no Estado de Roraima no campo político.

ABSTRACT The present study analyzes the performance of the 1st Jungle Infantry Brigade in Operation Control and its reflexes on the migratory flow of Venezuelan foreigners in the State of Roraima, observing how the performance of the Great Unit was implemented to guarantee national sovereignty in that region. In the international scenario, in the concert of nations, sovereignty assumes traces of recognition of the autonomy of a State over its territory, where sovereignty is within the nations. As of 2017, the flow of Venezuelan migrants to Brazil has grown significantly, due to the economic crisis that hit Venezuela. The permeation of the borders between the two countries, with its great extension, favored the migration of borders without registration in the Brazilian control agencies and the increase of cross-border crimes in the region. This migration, previously with pendulum character, generated a high number of refuge requests and created difficulties in the State of Roraima in the social and security areas. The Brazilian government recognized the crisis resulting from the migratory flow to the State of Roraima, with the participation of several government agencies and ministries. In this context, the Brazilian Army began to perform various tasks along the border with Venezuela, using the 1st Jungle Infantry Brigade to carry out Operation Control. These tasks were directly aimed at maintaining national authority, given the movement of Venezuelan migrants coming to the Brazilian border, with direct impacts on the Roraima population. Thereat, this study intends to analyze the 1st Jungle Infantry Brigade performance in the Operation Control and its reflexes on the migratory flow of Venezuelan foreigners and the sovereignty of Brazil in the State of Roraima in the political field.
