Uma análise da Operação Acolhida sob a ótica da segurança humana

Abstract

O presente trabalho tem por objetivo geral apresentar como a Operação Acolhida provê segurança humana aos imigrantes venezuelanos. Dessa forma, a pergunta que norteia esse trabalho é: “como a Operação Acolhida vem oferecendo segurança humana aos imigrantes venezuelanos?” Diante desse problema, o trabalho se propõe a categorizar as ações da Operação Acolhida ocorridas no estado de Roraima, de 2018 a 2022, dentro dos sete aspectos da segurança humana apresentados pelo Programa das Nações Unidas para o Desenvolvimento (PNUD) em seu Relatório de Desenvolvimento Humano (RDH) de 1994. O embasamento teórico do trabalho constitui-se na apresentação da origem do conceito de segurança humana, buscando entender o porquê de ser tão caro às Nações Unidas. De acordo com o RDH, os sete aspectos da segurança humana são: econômica, ambiental, alimentar, de saúde, política, pessoal e comunitária. No prosseguimento, foi feita uma análise documental dos relatórios publicados pelo Comitê Federal de Assistência Emergencial (CFAE), o que permitiu a coleta dos dados referentes à operação. Ademais, foram buscados indicadores sugeridos pela Organização das Nações Unidas (ONU) na aferição de segurança humana. Dessa forma, foi possível realizar o cruzamento das ações da Acolhida, obtidas da análise dos relatórios, com alguns dos indicadores propostos utilizados para medir o nível de segurança humana de um grupo de pessoas, o que permitiu indexar aquelas ações ao conceito em tela. Por fim, a classificação dos dados, segundo os indicadores selecionados, permitiu avaliar quais aspectos da segurança humana são melhor atendidos no escopo da Acolhida, bem como identificar quais aspectos merecem receber mais atenção, permitindo realizar uma crítica sobre a operação como um todo. Indo além, os dados dos relatórios foram categorizados de uma forma diferente da original, facilitando a sua utilização em estudos futuros. ____________________________________________________________________________________________ ABSTRACT The present work aims to assess how Operation Acolhida provides human security to Venezuelan immigrants. Thus, the question that guide this work is: "how has Operation Acolhida been offering human security to Venezuelan immigrants?" In view of this problem, the work aims to categorize the actions of Operation Acolhida that took place in the state of Roraima, from 2018 to 2022, within the seven aspects of human security presented by the United Nations Development Program (UNDP) in its Human Development Report (HDR) of 1994. The theoretical basis of work is the presentation of the origin of the concept of human security, seeking to understand why it is so important to the United Nations. According to the HDR, the seven aspects of human security are: economic, environmental, food, health, politics, personal and community. In the continuation, a documentary analysis of the reports published by the Federal Emergency Assistance Committee (CFAE) was made, which allowed the collection of data related to the operation. In addition, indicators suggested by the United Nations (UN) in the measurement of human security were searched. Thus, it was possible to cross-reference the actions of the Acolhida, obtained from the analysis of the reports, with some of the proposed indicators used to measure the level of human security of a group of people, which allowed indexing those actions to the concept on screen. Finally, the classification of the data, according to the selected indicators, allowed evaluating which aspects of human security are best served in the scope of the Acolhida, as well as identifying which aspects deserve to receive more attention, allowing to carry out a criticism about the operation as a whole. Going further, the data from the reports were categorized in a different way from the original, facilitating their use in future studies.
