Transformação Militar na Alemanha : condicionantes iniciais, resultados preliminares e contratendências atuais

Abstract

O presente trabalho objetiva estudar os condicionantes iniciais, os resultados preliminares e as contratendências atuais da Transformação Militar na Alemanha. Para tanto, busca-se admitir que a Transformação militar, enquanto fenômeno, tem cinco dimensões: (i) a integração da Força à rede; (ii) a integração das forças entre si; (iii) a integração à indústria; (iv) a integração ao bloco regional; e (v) a cooperação civil militar. Assim, lançou-se mão de três hipóteses de estudo. A primeira é a de que os condicionantes iniciais abrangem o nível operacional e estratégico do planejamento de guerra, portanto restritos à dimensão puramente militar. Eles podem ser tomados nas 1ª e 2ª Dimensões: (a) a integração da Força à rede (1ª Dimensão) e (b) a integração das Forças entre si (2ª Dimensão). A segunda hipótese considera que a abordagem puramente militar da Transformação teve como resultado paradoxal a redução de capacidades convencionais. Procura-se demonstrar esta proposição nos termos de uma relação de causa e efeito, onde a causa é aqui tomada como a Visão Restritiva da Transformação Militar na Alemanha sendo seu resultado, a Redução de Capacidades Convencionais. A terceira hipótese dá conta da existência de uma contratendência, expressa na inclusão do nível político na Transformação Militar, por intermédio das 3ª, 4ª e 5ª Dimensões da Transformação. No trabalho, assume-se que a integração à indústria (3ª Dimensão) tem como indicadores a participação alemã na Permanent Structured Cooperation (PESCO) e no European Defence Fund (EDF), que são estruturas concebidas no âmbito da UE e, portanto, inseridas no contexto da integração ao bloco regional (4ª Dimensão). Quanto à 5ª Dimensão, entende-se que o envolvimento social nas iniciativas relacionadas às 3ª e 4ª Dimensões consubstanciam a necessária cooperação civil-militar para o processo transformacional. Neste sentido, o projeto pretende justificar-se tanto em termos acadêmicos quanto sociais. Academicamente, pela originalidade e viabilidade. Em termos sociais pela relevância do Processo de Transformação Militar para o Exército Brasileiro. ______________________________________________________________________________________ ABSTRACT The present research aims to study the initial constraints, preliminary results and current countertrends of Military Transformation in Germany. Therefore, we seek to admit that the Military Transformation, as a phenomenon, has five dimensions: (i) the integration of the Force into the network; (ii) the integration of forces among themselves; (iii) integration into the industry; (iv) integration into the regional bloc; and (v) civil-military cooperation. Thus, three study hypotheses were used. The first is that the initial conditions encompass the operational and strategic level of war planning, therefore restricted to the purely military dimension. They can be taken in the 1st and 2nd Dimensions: (a) the integration of the Force into the network (1st Dimension) and (b) the integration of the Forces among themselves (2nd Dimension). The second hypothesis considers that the purely military approach to the Transformation had as a paradoxical result the reduction of conventional capabilities. We try to demonstrate this proposition in terms of a cause-and-effect relationship, where the cause is taken here as the Restrictive Vision of Military Transformation in Germany and its result, the Reduction of Conventional Capabilities. The third hypothesis reveals the existence of a countertrend, expressed in the inclusion of the political level in Military Transformation, through the 3rd, 4th and 5th Dimensions of Transformation. In the work, it is assumed that the integration to the industry (3rd Dimension) has as indicators the German participation in the Permanent Structured Cooperation (PESCO) and in the European Defense Fund (EDF), which are structures conceived within the scope of the EU and, therefore, arising from of integration into the regional bloc (4th Dimension). As for the 5th Dimension, it is understood that social involvement in initiatives related to the 3rd and 4th Dimensions embody the necessary civil-military cooperation for the transformational process. In this sense, the project intends to justify itself both in academic and social terms. Academically, for originality and viability. In social terms due to the relevance of the Military Transformation Process for the Brazilian Army.
