Análise das principais estratégias para redução da emissão de poluentes atmosféricos por veículos automotores

Abstract

Nesta dissertação propõe-se uma análise das principais estratégias desenvolvidas em relação à emissão de gases poluentes atmosféricos oriundos dos veículos automotores, visto que o Brasil, ao longo dos anos, constata níveis elevados de poluentes emitidos na atmosfera e analisa os diversos setores que contribuem para as emissões. O fator de relevância é o crescente avanço tecnológico, que divide os níveis de poluentes atmosféricos emitidos pelos diversos setores industriais, em frenético desenvolvimento, e pelo setor de transportes, em expansão desordenada. Contudo, observa-se que setores brasileiros como a matriz de geração de energia, o desmatamento e as queimadas na região amazônica, que contribuem significativamente para emissão de gases poluentes atmosféricos, inclusive de efeito estufa, vislumbram interesse de órgãos governamentais e diversas instituições não-governamentais em definir metas e objetivos para sanar imediatamente danos e prejuízos, e estratégias eficazes de prevenção e controle de emissões. Por outro lado, a constatação da contribuição significativa do setor de transportes na emissão de gases poluentes confrontam a influência dos poluentes na diminuição da qualidade ao ar e suas possíveis contribuições aos assustadores fenômenos ambientais, claramente visíveis a todo o planeta, direta ou indiretamente. Mesmo identificados à contribuição relevante do setor de transportes na emissão dos poluentes atmosféricos, observa-se não haver implantação de estratégias homogêneas e sistemáticas no controle de emissões por veículos automotores. Como alternativa ao problema, faz-se então necessário o estudo das estratégias existentes e desenvolvidas ao longo dos anos por diversos países, a eficácia das estratégias implantadas na Região Metropolitana do Estado do Rio de Janeiro (RMRJ), amostra da dissertação, e novas propostas nas áreas de planejamento e infra-estrutura em transportes, obedecendo aos conceitos de otimização e gestão da qualidade. Antecipando-se na busca de modelos que minimizem o efeito nocivo dos poluentes atmosféricos e garantam a melhoria da qualidade do ar, o estudo aponta três pilares de ação estratégica: conhecer e inspecionar a frota veicular cadastrada na região, definir suas características principais e reais emissões; incentivos fiscais que possibilitem a substituição de veículos que não dispõem de tecnologia para o controle de emissões por outros que utilizem tecnologias de combustíveis alternativos ou fontes eficientes de energia; e a revitalização da Avenida Brasil, constatada a via que mais contribui para os elevados níveis de emissões veiculares e para os congestionamentos na região. As propostas visam auxiliar nas tomadas de decisão de muitas outras estratégias que possam propiciar a melhoria da qualidade do ar e da qualidade de vida da população, extremamente dependente da eficácia deste setor._________________________________________________________________________________

ABSTRACT: This dissertation proposes an analysis of the key strategies developed in relation to greenhouse gas emissions of air pollutants from motor vehicles, as Brazil, over the years, noted high levels of pollutants emitted into the atmosphere and examines the various sectors that contribute to emissions. The relevant factor is the increasing technological advances, which divides the levels of air pollutants emitted by various industrial sectors in frenetic development, and the transportation sector, in sprawl. However, it is observed that Brazilian sectors as the matrix of power generation, deforestation and burning in the Amazon region, which contribute significantly to the emission of gaseous pollutants, including greenhouse, perceived interest of governmental institutions and various non- government in defining goals and objectives to immediately remedy damages, and effective strategies to prevent and control emissions. Moreover, the finding of the significant contribution of transportation sector greenhouse gas emissions in confronting the influence of pollutants on air quality decreased and their possible contributions to scary environmental phenomena, clearly visible to the entire planet, directly or indirectly. Even identified the important contribution of the transport sector in the emission of air pollutants, there is no implantation of homogenous and systematic strategies to control emissions from motor vehicles. Alternatively the problem, it is then necessary to study the existing strategies and developed over the years by various countries, the effectiveness of strategies implemented in the Metropolitan Region of the State of Rio de Janeiro, sample paper, and new proposals in the areas of planning and transport nfrastructure, according to the concepts of optimization and quality management. Anticipating the search for models that minimize the harmful effects of air pollution and ensure the improvement of air quality, the study identifies three strategic pillars of action: to know and inspect the vehicle fleet registered in the region, define their main characteristics and actual emissions ; tax incentives that allow the replacement of vehicles that do not have the technology to control emissions from other technologies that use alternative fuels or efficient sources of energy, and the revitalization of Brazil Avenue, found the path that contributes most to the high levels of vehicular emissions and congestion in the region. The proposals are intended to assist in decision making of many other strategies that can lead to improved air quality and quality of life, highly dependent on the effectiveness of this sector.
