As Ações estratégicas, a partir de 2007, implementadas pelo Estado Russo para a expansão do poder nacional na região Ártico, enfatizando a nova rota comercial "The Northen Sea Route"

Abstract

O Ártico passa por mudanças significativas, principalmente pelo fenômeno do aquecimento global, que vem provocando o degelo da região. Essa mudança corrente, vem revelando uma riqueza enorme, com a descoberta de petróleo e gás natural. Além disso, o degelo cria a possibilidade de utilização de novas rotas comerciais marítimas, como por exemplo a “Nothern Sea Route”. Essa nova traz vantagens comerciais, militares e estratégicas, ao diminuir significantemente a distância da rota marítima entre a Ásia e a Europa, que atualmente é feita principalmente pelo Canal do Suez. Assim, as transformações na região do Ártico têm modificado a Geopolítica dos países costeiros adjacentes. Neste contexto, a Rússia lança esforços para assegurar sua soberania e influência na região. Entretanto, o país esbarra no aumento do interesse internacional no Ártico, devido aos fatos supracitados. Além disso, ressalta-se o fato de que a Rússia é o único país Ártico que não faz parte da Organização do Tratado do Atlântico Norte (OTAN), o que a causa uma sensação de isolamento, e potencializa suas ações. Neste contexto, o presente trabalho tem como objetivo descrever a atuação estratégica do Estado Russo na região do Ártico, a partir de 2007, em virtude do aumento do interesse internacional na região, ocasionado pelo levantamento de recursos minerais estratégicos e pelo implemento das novas rotas marítimas comerciais. Deste modo, serão frutos de estudos o Ártico e as mudanças climáticas, os planos estratégicos russos para a região, a presença militar russa na região do Ártico e as ações implementadas pela Rússia no campo diplomático. Deste modo, o presente trabalho poderá contribuir para um melhor entendimento da região, que para alguns autores já é considerado uma área de possível conflito nas relações internacionais. Além disso, o trabalho poderá contribuir para uma melhor preparação do Exército Brasileiro face à alguma crise advinda da região, objetivando a manutenção e o aprimoramento das capacidades da Força Terrestre, dentro de um quadro de transformação do Exército Brasileiro.

ABSTRACT The Arctic is undergoing significant changes, mainly due to the phenomenon of global warming, which has been causing the melting of region. This current change has revealed enormous wealth, with the discovery of oil and natural gas. In addition, the thaw creates the possibility of using new sea trade routes, such as the “Nothern Sea Route”, which brings commercial, military and strategic advantages, by significantly reducing the distance of the sea route between Asia and Europe, which currently it is made mainly through the Suez Canal. Thus, the transformations in the Arctic region have modified the Geopolitics of adjacent coastal countries. In this context, Russia launches efforts to ensure its sovereignty and influence in the region, however, it comes up against increased international interest in the Arctic, due to the before-mentioned facts. In addition, the fact that Russia is the only Arctic country that is not part of the North Atlantic Treaty Organization (NATO) is highlighted, which causes it a feeling of isolation, and enhances its actions. In this context, this work aims to describe the strategic performance of the Russian State in the Arctic region, from 2007, due to the increase in international interest in the region, caused by the survey of strategic mineral resources and the implementation of new maritime routes. commercials. In this way, the Arctic and climate change, the Russian strategic plans for the region, the Russian military presence in the Arctic region and the actions implemented by Russia in the diplomatic area will be focus of studies. In this way, the present work may contribute to a better understanding of the region, which for some authors is already considered an area of possible international conflict. In addition, the work can contribute to a better preparation of the Brazilian Army in the face of any crisis arising in the region, aiming at the maintenance and improvement of the capabilities of the Land Force, within a framework of Transformation of the Brazilian Army.
